MEYS – Announcement of the public tender in the INTER-EXCELLENCE II program, IN-INTERCOST-LUC12 SUBPROGRAM
The Ministry of Education, Youth and Sports (MEYS) has announced a public tender in research, development and innovation LUC23 in the program I-E II, sub-program INTER-COST. The intention of LUC23 is to select research projects linked to the COST events of the international COST program, in the category of basic research, industrial research and experimental development, focusing on all scientific areas. The duration of supported projects must be at least 20 months and, at the same time, must not exceed the duration of the relevant COST event. Projects can be solved until December 31, 2026 at the latest. The period, in which it is possible to submit project proposals, begins on December 15, 2022 and ends on February 6, 2023 (faculty deadline: February 1, 2023). MEYS – INTER-EXCELLENCE – INFORMATION TO CHECK THE SOLUTION OF PROJECTS LTXXX, IE. PREPARATION OF FINAL REPORTS (FR), OR OF THE SUMMARY ACCOUNTING FOR 2022
For expiring projects (until the end of 2022), please submit the FR within 14 days of the opposition procedure, but no later than January 30, 2023. FRs must be sent to the MEYS no later than January 30, 2023 – arranged by Ing. Tea Pokorná (tea.pokorna@upol.cz).
For ongoing projects in the 3rd and 4th year of the solution (e.g. LTC20xxx, LTI20xxx, LTT19xxx, LTT20,) please fill in the form: SI-EXCELLENCE Program Summary Statement for 2022.xlsx (26,79 kB)
Required documents of final report (FR) for LTxxx projects:
- completed FR form.doc
- record of the opposition proceedings
- affidavits of the members of the opposition proceedings
- opponent reviews
- statement of recognized costs for the calendar year 2022 and for the entire period of the project solution (analytical report from the accounting office)
- a statement of approval from the MEYS in the event that partial changes were made during the year, which in total exceeded an amount equal to 10% of the support provided in the given year
- attachments at your discretion (e.g. a copy of the power of attorney to sign the title page)
The cover page of the final report must be signed by the statutory representative.
MEYS – refunds of research and development project grants in 2022 (INTER-EXCELLENCE, MOBILITY – LT, 8J programmes)
Refunds of projects of the above programmes shall be made as follows:
- Send the refunds of the current year's funds to the expenditure account of the Ministry of Education, Youth and Sports (821001/0710). The maximum amount of this refund is equal to the amount of the grant provided in the year for which you are reimbursing (see Grant Provision Agreement, Appendix II)
- Send refunds of funds from previous years (2021 and older), including refunds from the FÚUP, to the deposit account of the MEYS (6015-821001/0710)
Simultaneously with the transfer of subsidy refunds, it is necessary to send a notification of the refund to the MEYS (provided by Ing. Pokorná, tea.pokorna@upol.cz).
Notification requirements:
- Name of the recipient
- Project code
- Amount of the refund
- Year of the grant provision (specify, in which year the grant was provided; refunds of previous years may be returned in one amount provided that the exact amount of the refund for each calendar year is specified).
The Operational Programme Environment (OPE) – call 28 – Care of important parts of nature and landscape
The call is intended for projects for the care of various types of natural habitats, such as pools, bogs, springs, small water reservoirs, watercourses and their floodplains or projects for the construction and reconstruction of small water reservoirs. Measures to help endangered species in urbanised environments and measures to reduce the spread of invasive species are also eligible for support.
Applications for support under Policy Objective 2, Priority 1, Specific Objective 1.6, Measure 1.6.1 are accepted until June 30, 2023 (20:00), the faculty deadline is June 23, 2023.
The application can be submitted electronically via the IS KP21+ portal. The call is continuous (non-competitive) with a one-round application evaluation model.

- construction of nature conservation visitor and information centres for large Specially Protected Areas of National Importance (National Park (NP) and Protected Landscape Area (PLA)), including reconstruction, restoration, extension or supplementation of existing elements,
- construction of sidewalks and paths, observation points, information and interactive elements, railings, barriers and telemetry elements in protected areas (NP, PLA, National Nature Reserves, National Natural Monuments, Nature Reserves, Natural Monuments) and in locations of the Natura 2000 system, including reconstruction, renewal, extension or addition of existing elements.

OPR – call 31 – Clearance of migration barriers for animals
The call is aimed at supporting projects to improve migration barriers for terrestrial and aquatic animals and the implementation of measures to reduce their mortality.
The application deadline is June 30, 2023, the faculty deadline is June 23, 2023.
Please, submit your project proposals (brief information + green "košilka") to the Department of Science and Research to Ing. Tea Pokorná (tea.pokorna@upol.cz).
The application is submitted electronically via the IS KP21+ portal.
Amount of support:
- max. 100% of the total eligible expenditure for projects to ensure migration for aquatic animals resulting from the Concept in the category of international and national priority corridors and projects where the applicants are nature conservation authorities in the Ministry of the Environment (Nature Conservation Agency of the Czech Republic, NP administrations),
- max. 80 % of the total eligible expenditure for projects to ensure migration for aquatic animals resulting from the Concept in the category of regional priority corridors or resulting from the relevant sub-basin plans (watercourses outside the Concept),
- max. 70% for the removal or elimination of migration obstacles on other watercourses in the Czech Republic and for migrations of terrestrial animals.

Commenting on contracts and amendments by the UP Legal Department
Based on the agreement between the Project Service (PS UP) and the Legal Department (LD UP) regarding the processing of project contracts and amendments, Mgr. Gabriela Pokorná (PS UP) will also be commenting on contracts. LD UP will continue to fully provide professional legal consultations, assistance in the interpretation of disputed matters, etc.
TA CR – Important dates in 2023
The deadline for submitting Interim Reports is always January 30 of the year following the year for which you are reporting. The deadline for submitting Final Reports is 30 days after the end of the project. Information on submitting the Interim/Final Report can be found in the Instructions for submitting the Interim and Final Report of the project, which is available on the ISTA home page.
- Interim reports for 2022 must be submitted: by January 30, 2023.
- Final report: no later than 30 calendar days from the date of completion of the project.
- Reports on the implementation of results: by July 31, 2023.
Applies to all programs (except the Beta program). Reports are processed in the ISTA system. After the report is processed, a protocol is generated, which is sent to the TA CR via data box. Reports will be sent via the UPOL data box. In order to send everything properly and on time, please send the documents to silvie.savrnakova@upol.cz from your side no later than one day before the TA CR deadline.
TA CR – VAT ineligible expense in NRP
We would like to inform all researchers that within the framework of programs (co-)financed from the National Recovery Plan (NRP) VAT is an ineligible expense.

Study Affairs
Closing of canteens and bistros during the Christmas holidays
During the Christmas and New Year holidays, Palacký University canteens will traditionally limit their operating hours for operational and economic reasons. The last time you will have the opportunity to eat in the canteens or FreshUP bistros is on Wednesday, December 21, 2022. Attention, Šmeralova Canteen, both bistros at the Faculty of Arts (Křížkovského 10, třída Svobody) and the bistro in the old building of the Faculty of Education will be already closed from Monday, December 19, 2022.
UP canteens and bistros will be closed throughout the holidays. Their operation will resume on Monday, January 2, 2023, with the exception of the Šmeralova canteen, which will reopen again with the beginning of the semester, and both bistros at the Faculty of Education, which will open on Wednesday, January 3, 2023, as well as the bistro at the Faculty of Arts on Křížkovského, which will be closed until January 8, 2023.
Study Affairs Office
The Study Affairs Office is open until December 22, 2022 according to the standard office hours. The Office will be closed from December 23, 2022 to January 1, 2023. Standard office hours will apply from January 2.

Student grant competition (IGA)
The Rector of Palacký University in Olomouc announces the 14th year of the student grant competition (IGA). The aim of the competition is to support projects implemented by students of Doctoral or Master’s degree programs financed by funds for specific university research. The student project solver can be a student of doctoral study program at UP, or an academic employee of UP. Each solver can submit only 1 project to the competition.
The research team can consist of a maximum of 50 people. As part of the 14th year of the competition, it is not possible to apply for investment funds. Applications are only submitted electronically, through the UP OBD portal. The deadline for submitting applications is until 16:00 on January 16, 2023. The conditions of competitions of individual faculties are available in the attached file (in Czech).
Via Chimica Prize
The Experientia Foundation in cooperation with the Learned Society of the Czech Republic is launching the second year of the Via Chimica competition for young talents in the field on chemistry. The competition for 50,000 CZK is open to students of Czech universities in Bachelor's or Master's studies with their original student work. Applications are open until February 15.
Organization and Maintenance
File service – end of the year operation
On December 22, 2022, the file service at Envelopa will be open from 9:00 to 10:00, and in Holice from 10:30 to 11:30. Regular and registered mail will be last picked up from the mailboxes at Envelopa at 11:45 and at Holice at 11:15. Mail delivered after this deadline will not be sent until January 2, 2023.
Faculty operation before the end of the year
The main building (Envelopa) and the buildings in the Holice campus will be closed from December 23, 2022 to January 1, 2023. The buildings will be guarded by an external security service. Report any accidents and defects to the service staff, who will then pass them on to the building management emergency service.
The VLD building (17. listopadu 50) and the SLO building (17. listopadu 50a) will be closed from December 23, 2022 to January 1, 2023. During this period, entry will only be allowed on employee cards.
Human Resources and Payroll Department
The HR and Payroll Department will be open for employees until December 22, 2022, after the New Year from January 2, 2023. If personal consultation is not necessary, use internal mail to hand over documents to the department – box no. 6 on the 1st floor in the corridor behind the gatehouse. Thank you for respecting this guideline.
The tax returns will be signed by the employees with the assistance of the payroll accountants from January 10, 2023 on dates selected in the reservation system. Employees will receive detailed instructions in Czech and English at the beginning of December at the latest. The Financial Administration uses forms for tax return exclusively in the Czech language, foreign employees will have an English translation of the form available only for basic orientation. A personal consultation to sign the tax return in English will be provided by the Human Resources and Payroll Department within its own capacity.
Miscellaneous
New benefits for employees
During autumn, several novelties from external partners were added to the benefits that Palacký University offers to all its employees. It is now possible to get a discount and a free vision check at the Flora Optik optician, discounted service, rental or purchase of equipment at Snow4Fun Olomouc or a cheaper season ticket to the 'Jako proutek' fitness center. Collection for the commemorative plaque of Josef Tillich
Josef Tillich taught physics at the Faculty of Science UP for more than 50 years, but at the same time he was very active in the field of visual arts, composed poems, was a promoter of a healthy lifestyle and a prominent yoga practitioner. He was an example and bearer of moral values that are gradually disappearing from today's world. Therefore, a collection was announced for the purchase of a dignified memorial in the form of a commemorative plaque, the shape of which will depend on the amount of donations that can be collected. His home faculty, where he spent practically his entire professional life, seems to be a suitable place for a memorial plaque.

Christmas collection
Thanks to the financial contributions of students and employees of the Faculty of Science, the Christmas collection called "Nature for Children from Klokánek" (Příroda dětem z Klokánku) raised almost 54,000 CZK this year. A symbolic check for this amount was handed over on Friday by the Dean of the faculty, Martin Kubala, together with the collection coordinator Martina Oulehlová from the Department of Botany, to the head of the Olomouc Klokánek, Šárka Kupčáková.
Success at the World Championship in sport shooting
The IPSC Handgun World Championship was held in Pattaya, Thailand. Over 1,500 shooters took part in the competition at the newly built shooting range. Josef Rakušan, who works at the Faculty of Science, was a member of the men's team that won bronze medals in the Standard division.
